Lewisville council closes ARPA special revenue fund, reallocates investment earnings to Great Wagon Road improvements; appoints two volunteers

At its May 14 meeting the Town of Lewisville council approved Ordinance 2026-010 to close out the American Rescue Plan Act (ARPA) special revenue fund and transfer the fund’s accumulated investment earnings to the Great Wagon Road Improvements Capital Project Fund.

Finance Director Pam Marel told the council that the Treasury Department had confirmed the town had met ARPA requirements and the remaining balance in the ARPA fund consisted of investment earnings. She said those investment earnings total $181,516 and staff recommended moving that amount to the Great Wagon Road capital project fund.

“...we are allowed to close out the program,” Pam said, adding that staff recommended moving the investment earnings into the capital project fund.

Councilman Fred Franklin moved to approve the ordinance; Councilman Brady Allen seconded. The council voted in favor and the ordinance was adopted.

At the same meeting the council confirmed two citizen appointments by consensus: Alex Schultz to the Parks and Recreation Committee and Samuel Schultz to the Lewisville Beautification Committee. The council also adopted a proclamation declaring May 2026 as Historic Preservation Month after remarks from Michelle McCulla of the Forsyth County Historic Resources Commission announcing upcoming walking tours and an ice-cream social at the Nissen House.

Other routine items approved without substantive debate included the consent agenda (Resolution 202615 approving financial statements for the nine months ended March 31, 2026, and approval of meeting minutes) and several administrative announcements about upcoming community events and a blood drive.

Staff will publish the ordinance and related financial adjustments in meeting minutes and follow up with any required accounting entries and communications to the town’s capital-project ledger.
