The Upper Perkiomen School District board on May 28 approved a series of operational contracts and financial reports and postponed one vendor agreement pending clarification.
The board voted to approve a three-year administrative-fee agreement with Independence Blue Cross effective July 1, 2026, with per-member, per-month administrative fees beginning at $44 for the first listed year and rising in later years. Board members confirmed that stop-loss coverage is provided through a separate vendor and policy.
The board also approved a service agreement with Precision Human Resources to supply custodial staffing as needed and authorized hourly rates for substitute paraprofessionals, RNs and LPNs through Delta T Group Inc. The board accepted the presented financial reports, which included a general-fund check run totaling $3,882,283.02 and capital-reserve payments of $58,627.77. Assistant business administrator Megan Moyer presented the reports and answered questions about substitute spending ($857,157.13 year to date) and charter/cyber tuition ($3,080,135.33 year to date).
One item was tabled. Board members discussed a proposed agreement with Milagro Kids for the 2026–27 academic year at $10,362.50 per month and sought to reconcile whether the current motion duplicated an April approval and whether ESY (extended school year) coverage was separately authorized. "Motion to table, action item C," a board member moved; the board voted to table the item pending further review of the rate changes and ESY coverage.
The board approved a stipulation to settle a real-estate tax-assessment appeal for parcel number 450000943011 in Marlborough Township and authorized the solicitor’s office to execute the agreement. The board also elected Assistant Business Administrator Megan Moyer as treasurer for the 2026–27 school year and confirmed that she would be bonded per the school code.
All recorded approvals at the workshop were taken by voice vote; the meeting concluded with an executive session announced to discuss administrative personnel matters and collective bargaining.
