He presented two options: option 9A (a leach drain aggregate drainage system) and option 9B (a geocomposite drainage material). The geocomposite option (9B) was higher cost but offered predictable lead times and a faster schedule; Hansen said BSB anticipates a mid‑August start and a December 1 completion if the geocomposite option is used. A motion to accept BSB Construction’s bid with option 9B carried on roll call. Council instructed staff to proceed with contract finalization and to return with contract documents and a project schedule, including expected bonding needs for future cells. The city manager and the city engineer will coordinate procurement of any additional materials (if needed) and monitor weather and seasonal constraints that could affect the timeline.
