The Lafayette Redevelopment Commission voted May 28 to award the Upper Elliot utility and drainage project to FNK Construction Inc., approving a corrected low bid of $6,263,390 and authorizing the city to enter the construction agreement.
Dennis, the commission director, told members staff received two bids and identified a mathematical error in the sanitary sewer line item that reduced the original bid-package total from $6,332,900 to $6,263,390. He said the bid-document instructions require resolving column-sum discrepancies in favor of the correct arithmetic total and that FNK corrected and initialed the proposal.
The commission moved and voted to approve both the notice of award and the construction agreement. Dennis asked that the commission delegate authority to him to sign the final notice to proceed once required insurance certificates are received.
Dennis also outlined the contract schedule: notice to proceed to commence May 28, 2026; substantial completion by Sept. 1, 2027; readiness for final payment by Oct. 1, 2027. He said the commission is asking that roughly $1.7 million of work be completed, invoiced and paid by Nov. 30, 2026 so certain county-allocated federal funds can be expended by required deadlines.
A voice vote approved the motions; commissioners recorded one opposition but the measures carried. The project was entered on the commission’s construction schedule and staff was authorized to finalize and execute the notice to proceed when the insurance documentation is in hand.
