The Kaysville City Planning Commission on May 28 approved a conditional use permit for a revised monument sign with an electronic messaging center (EMC) at 368 North Main Street for Lifetime Dental.
Planning staff told the commission the revised sign measures about 7'5" tall by 8'8" wide, and the EMC portion is roughly 36 square feet — larger than the previously approved display of about 27.5 square feet but still within the sign code's proportional limits. Staff recommended approval, saying the EMC remains below the threshold the code allows for display proportion and that the monument-sign standards are met.
Commissioners asked where the sign would be located; staff said it will sit on the southern border of the property facing Main Street near the intersection. Commissioners also asked whether the city regulates numeric brightness, blinking or hours for EMCs. Staff said the sign code requires dimming and prohibits glare and rapid blinking but does not specify a numeric brightness metric.
No members of the public spoke on the application, and a commissioner moved to approve the application without additional conditions. The motion was seconded, commissioners voted in favor by voice, and the permit was approved.
The approval is limited to the permit and code requirements reviewed by the commission. Staff noted that if operational concerns arise (for example, excessive glare), the city code language about nuisance and hazardous illumination would guide enforcement. There was no discussion of additional time-of-day restrictions or numeric lumen standards at the meeting.
The permit decision recorded at the Planning Commission will be reflected in the project file; any appeal or additional conditions would follow procedures set by city code.
