The Kingman City Municipal Utilities Commission on May 28 recommended that the City Council approve water service for a proposed subdivision identified as Tract 6057 (ENG26-0016), even though the subdivision plat has not yet been recorded.
An acting city engineer, speaking for absent staff engineer Mike, told the commission the preliminary engineering plan for the proposed water system extension has been reviewed and that the city has not yet issued an approval to construct because the plat has not been recorded. The engineer said staff and the city manager are “investigating various ways to get an assurance” — such as an escrow agreement — so the city would retain access and maintenance authority if the subdivision were never dedicated to the city.
Commissioners asked whether the commission should delay its recommendation until easements and a recorded plat are in place. One commissioner said delaying could be considered, while others noted that the commission’s recommendation goes to City Council and that staff was requesting a recommendation. The acting city engineer confirmed that, separate from water-service recommendation, the sewer master plan analysis showed adequate capacity in the eastern line to handle the sewer tie-in for the new subdivision.
After discussion, a commissioner moved to approve the recommendation to the council; another commissioner seconded, and the motion passed by voice vote. The commission’s recommendation will be forwarded to City Council for final action.
Next steps: staff will continue to pursue the plat recording and the suggested assurance mechanism and provide any additional information City Council requests when the matter is scheduled there.
