Lewiston board sets INI remediation fee of $100 per gallon-per-minute for development applications

At its May 30 meeting the Lewiston Town Board adopted a formal INI (remediation) offset fee of $100 per gallon per minute to be included on the town's PIP (project information packet) application and municipal fee schedule. The proposal was introduced during a liaison/legal report noting that developers had paid the offset fee informally and that codifying it would streamline approvals and remind applicants of the charge.

A town representative explained that the fee is assessed per gallon per minute of proposed water service (the remediation/offset metric used in town practice) and typically appears as a condition of approval and dedication for subdivisions. The recommended wording and $100-per-gpm amount were moved as a resolution; the motion passed on a voice vote (the board chair called for those in favor and then stated the motion carried).

Board members discussed including the fee on the PIP form and municipal fee schedule so projects that are not formal subdivisions would also be captured. The town attorney and staff said they would incorporate the fee onto the applicable application forms.

Effect: The INI offset fee will be formalized at $100 per gallon per minute and added to the PIP application and municipal fee schedule. The board did not record a roll-call tally in the transcript; the motion passed by voice vote.
