Winnebago County officials approved a resolution adopting Fiscal Year 2026 Budget Amendment No. 2 after a brief public hearing and staff presentation.
The public hearing, scheduled for 9:00 a.m., drew no speakers. After staff reviewed changes to revenue and expense lines, the board moved to adopt the resolution by voice vote; the clerk recorded the motion as made by Derby and seconded by Smith, and the board voted in favor.
Staff identified a $1.4 million change on the revenue side and described another large change—roughly $4 million in the county’s ‘90 department’—which staff characterized as a transfer from URT to URT A funds and said they would confirm the exact source. Officials emphasized that Fund 29 (conservation) is separate from the general fund and listed planned uses within that fund, including electrical service at the shooting range, Florence recreation renovations, and repairs to cabins and campgrounds.
One line described as 'miscellaneous' was clarified as mapping/GIS work and shown as a $14,907 item. Officials discussed whether that mapping expense should be charged to the assessor’s fund rather than the general fund; staff said it had not been budgeted in the general fund and that multi-year payment arrangements are in place for some items.
The board opened the hearing by motion, received no public comment, closed the hearing by motion and then approved the resolution adopting Budget Amendment No. 2 by voice vote. No roll-call tallies were recorded in the public transcript.
