The Mendocino County Coastal Permit Administrator approved a coastal development permit May 28, 2026, for work at 45301 Pacifica Drive in Casper that includes a detached workshop (proposed to be converted to an accessory dwelling unit), demolition of an attached deck, a new carport (with later removal), a greenhouse, a garden fence, interior renovations and repairs to an existing horse stable.
Shelby Miller, project planner for the county, told the administrator that the project (Assessor's Parcel No. 11804006) complies with local setbacks, dwelling densities, building height and lot coverage and that technical agency comments, including from the California Department of Fish and Wildlife, had been adequately addressed. "Staff recommends approval of the project," Miller said during the presentation.
Jacob DeRazeguire, who identified himself as a co-owner of the property, said he had no questions and that the presentation "sounded very thorough." After closing the public hearing, the Coastal Permit Administrator said they had reviewed the staff findings and conditions and "will approve the project subject to the findings and conditions in the staff report." The administrator noted the site is appealable to the California Coastal Commission and that two appeal periods must pass before an active permit is final.
Staff also stated the project does not trigger further California Environmental Quality Act review, citing CEQA guidelines sections 15301 and 15304 for existing facilities and minor alterations. The approval was made subject to the findings, conditions and any mitigation measures listed in the staff report; no vote tally was recorded on the record.
The county noted that, as an appealable matter, the approval is not final until applicable appeal periods expire. The administrator indicated applicants may expect a final, effective permit roughly 30 days after the meeting if no appeals are filed.
