Daniel Reister, director of innovation and technology services, presented the technology portion of the CIF and the recommended FY27 tech investments: a broadcast-system replacement (streaming and graphics upgrade), server-infrastructure updates and a utility-billing modernization to support scaled payments. Reister said the upgraded broadcast equipment would continue streaming to YouTube and cablecast and would replace legacy switching hardware.
Commissioners raised operational concerns. Several said in-room speaker volume is low and the overflow room audio delays or bleeds into the main chamber; Reister explained the overflow-room audio currently cannot be turned up without bleeding into the main room and that addressing the delay would likely require soundproofing the partition as well as equipment adjustments: "We would need to soundproof that wall quite a bit," he said. Commissioners also reported poor Wi-Fi in meeting rooms and requested staff to address access points.
Cybersecurity drew repeated attention: one commissioner urged a clear capital line item for security, noting that incidents elsewhere had shut down local governments and that an investment now would be cost-effective. County staff said the county has a CISO and has been investing in security annually and that staff would prepare a more detailed cyber briefing and a possible budget ask; Manager Greer suggested that some of that briefing may need to occur in closed session because of sensitive details.
Ending: Staff will return with technical fixes (broadcast and in-room audio options), a proposed cyber budget/briefing and an analysis of the broadcast-equipment replacement'and how it supports streaming to multiple channels.
