Planning staff told the Northfield Development Review Board on May 28 that the town's Water Street sidewalk project may require a public hearing and will likely be on the DRB agenda next month; as a town project the application fee would be waived.
"It does seem like it's something they're planning to do later this summer," Staff (Speaker 2) said, and recommended a hearing for transparency so residents can ask questions about what the project will propose.
Board members also raised a series of business and public-space issues during "other business." Staff said a food truck was operating from a private backyard on a regular schedule and questioned whether that constituted a home occupation or required additional permits and a health-department registration. "Current policy is that you can operate in the village [parking lots] with permission of the owner," Staff said, "but serving food from a private yard raises traffic and safety concerns." The board asked staff to notify owners and check whether the Department of Health permits were in place.
Members flagged unpermitted signage at a local business advertising ice cream and a new pickup window for takeout; staff and members discussed the difference between sit-down restaurants with permitted outdoor seating and a sliding or pickup window that may need separate review.
Several residents had complained that retail displays and racks outside consignment stores left insufficient sidewalk clearance for pedestrians and wheelchairs. Staff said the previous town manager handled such cases on a case-by-case basis and that the new town manager may take a different approach.
Separately, members expressed safety concerns about a salvage/used-car operation adjacent to Route 12 where people pull off the highway. Staff said enforcing activity directly off a state highway is primarily a state responsibility and noted a "section 11 11 permit" was among state-level permits discussed; board members urged monitoring and, if needed, referral to state compliance authorities.
