The Dallas County Board of Supervisors voted Jan. 2 to adopt a construction-evaluation resolution under Iowa Code section 459.304(3) that requires the county to evaluate construction permit applications for proposed confinement feeding operation structures received between Feb. 1, 2026 and Jan. 31, 2027.
Resolution 2026-006 directs that the board "evaluate every construction permit application for a proposed confinement feeding operation structure" using the master matrix established in Iowa Code section 459.305. The resolution also notes the county may base a recommendation to the Iowa Department of Natural Resources on the master matrix final score or on reasons other than the final score.
Supervisor Kim Chapman moved to approve the resolution; Supervisor Brad Golightly seconded and the board approved the measure by unanimous vote.
The resolution enables Dallas County to submit adopted recommendations to the Department of Natural Resources and to contest a DNR decision regarding a specific application if the county has adopted and submitted a recommendation during the covered period.
