At a regular meeting, town leaders reviewed a construction report that showed a recent uptick in residential permits but flagged outstanding utility and floodplain issues that could delay building activity.
The Chair delivered the report "as of May 18," saying the town had recorded four new single-family homes and four twin homes and that overall residential development had been stronger than expected this year. "We had I think we're up to actually 4 single family new houses and then 4 twin homes as of last week," the Chair said.
Council members discussed a nearby project called the Nelson Addition, where footings and block walls are in place but construction permits for water, sewer and streets have not yet been issued. A council member said the town is waiting on final performance-bond estimates before issuing the permits and noted that utilities cannot be connected until the construction permit is issued.
Staff reported initial flood-mapping results from Stockwell appear to "tighten that floodplain up a little bit," prompting officials to delay floodplain permitting until mapping is finalized because the exact floodplain boundary could affect trail work and where infrastructure may be built.
Speakers also raised concerns about an east-side parcel with stakes near Highway 17: there is uncertainty about annexation status and where long water-service runs would originate. One council member noted the possibility the city would need to front water-main costs and recoup them later if the adjacent developer is no longer available to share costs.
Routine procedural items tied to the meeting included a voice approval of the agenda and a voice approval of minutes from the Feb. 26 meeting. The meeting transcript records the agenda-approval motion as moved by a council member and seconded by the Chair and shows at least two "aye" responses; the minutes-approval motion was recorded as moved (and apparently seconded) by the same council member and passed on a voice vote.
