The Sandoval County Board of County Commissioners voted 3–2 on May 27 to authorize county staff to facilitate the disposition of scattered lots in Rio Rancho Estates to Resurrection Land Company for a total of $65,075.
County staff said Resurrection Land Company offered $65,000 (final amount $65,075) to purchase 29 parcels the county holds—many acquired through a land donation program or minimal‑cost tax resolutions—and that the parcels are scattered through unincorporated Rio Rancho Estates and are not readily assemblable into larger, shovel‑ready sites.
“Some of these lots were part of our land donation program and are not generating tax revenue because we own them,” a county presenter said, explaining the county’s objective is to return unused parcels to the tax rolls when they have no strategic county use.
Commissioner Catherine Brook asked whether the purchaser’s stated economic‑development intent was clear; staff said Resurrection Land Company (an AMREP subsidiary) is likely assembling land for future development, and the county obtained a broker’s opinion of value rather than a full appraisal because appraisals would be cost‑prohibitive on these low‑value parcels.
Commissioner Josh Jones said he worried about disposing of county land if future large projects require assembly; staff and other commissioners said the scattered pattern makes these parcels unlikely to be useful for county‑led site assembly and noted the county can reacquire parcels if necessary.
The vote was recorded as: Commissioner Brook — yes; Commissioner Meek — yes; Commissioner Jones — yes; Chair Jordan Juarez — no; Vice Chair John Herr — no. The motion carried 3–2.
Commissioners discussed the likelihood of tax‑valuation protests from AMREP subsidiaries and emphasized the need to track protests and tax payments after disposition. The presenter said Resurrection Land Company has assembled other parcels in the county previously and that sale will put the lots back on the tax rolls.
The board took no additional action beyond authorizing staff and the county attorney to take the necessary steps to complete the disposition.
