Committee endorses updated cost‑share framework; members debate wastewater upgrade trade‑offs

At its May 15 meeting, the Save Our Indian River Lagoon Citizen Oversight Committee reviewed draft cost-share eligibility scenarios for the 2027 plan update and discussed trade-offs if the county’s SORL sales tax is renewed.

Staff (S5) presented three columns of scenarios: maintaining current rates if the tax is not renewed, moderate increases for recruitment of new applications, and an expanded-investment scenario. Notable items included maintaining a $1,600 per pound baseline for some categories while illustrating a potential $8 million per‑facility cost-share to support wastewater-treatment facilities moving from 6 mg/L to 3 mg/L (advanced treatment). Staff noted these illustrative $8M contributions would help plants that face multi‑million dollar mandatory upgrades but do not represent full project costs.

Committee members raised concerns about opportunity cost and fairness. One member (S8) urged evaluation of whether large subsidies to utilities simply accelerate mandated upgrades that ratepayers would otherwise fund, asking what would be foregone if tens of millions were allocated to AWT upgrades. City representatives (Rebecca Seabair,S3) explained that county cost‑share dollars often leveraged state and federal grants and that construction market conditions have driven up bid prices in recent years.

After discussion the committee accepted the proposed schedule and the draft framework for cost-share changes for inclusion in the 2027 plan update; detailed per-project allocations and final percentages will be set during the plan drafting and review process in the coming months.
