Lysander to update comprehensive land‑use plan, citing Micron development pressures

Board members discussed an Onondaga County offer of planning assistance and funds to update the town's comprehensive land‑use plan. Staff member told the board that the current plan "does not consider any effects of the Micron development" and warned that Micron will bring development pressure the town should steer to achieve community benefits rather than uncoordinated growth. The staff member said the county has reached out to many municipalities and that the county often offers $20,000–$50,000 in planning assistance to help update local plans.

S3 said the town should establish a committee and work with CHA (a planning/engineering consultant) and the county planning agency to scope and carry out the update. He proposed considering a transportation improvement district for the Hicks River Road area to require developers to contribute to needed highway improvements and avoid piecemeal development that creates traffic bottlenecks. "We need to have the long range planning to make development flow, and have the connections that it needs to have," he said.

Timing and next steps: Board members agreed to recruit a committee by late spring (by the end of May) and start the scoping work with CHA so the town is positioned to apply for any county or state funds and to have the planning completed over roughly a one‑year timeline.
