Why it matters: acquiring adjacent parcels could let the district build a new facility without disrupting current school operations, expand athletic fields and may preserve eligibility for state reimbursement on work to the existing Hall site. But the town must complete statutorily required due diligence and confirm utilities and site suitability before making a purchase recommendation.
At the meeting staff summarized the State checklist (SCG53) and described immediate next steps: commissioning a Phase I ESA (historical records and database review), securing appraisals (two are required for state grant work), conducting septic feasibility studies (there is no sewer to the site) and reviewing available surveys; geotechnical work was described as optional unless needed.
A Lang proposal for the Phase I ESA on the three identified parcels — described in the meeting as partial parcel IDs totaling roughly 5.51 acres — was on the table for the committee's vote. A motion to approve the $5,500 Phase I fee carried unanimously. Chair and staff said Lang would begin the assessment as soon as access is arranged with property owners and that the town will coordinate appraisals and septic exploration in parallel.
During discussion staff and the architect highlighted programmatic advantages of the consolidated parcel: building on an adjacent site would minimize construction disruption for current students, allow continued use of athletic fields, and create space for parking and community athletic amenities. Staff also noted the state will recalculate reimbursement rates annually and emphasized that only specific repairs or project types qualify for state reimbursement.
