Mr. Russ introduced background from a prior community workshop and said administrators and the survey vendor tested several formats and calendars. He outlined two timing options: a late‑August mailing that would return results in late September, or a late‑September mailing with data returned in early November — closer to a potential spring referendum timeline and allowing the community to respond after seeing how the school year begins.
During discussion board members emphasized several objectives for the survey: measure tax tolerance, present specific dollar options (examples discussed included $750,000 and $1.5 million), and show tradeoffs by indicating what programs or services would be maintained or reduced at different funding levels. Several members urged the survey be concise to maximize response rates and recommended including clear descriptions of past cuts so voters can judge tradeoffs. Members also discussed strategies to engage non‑parent voters, such as community events.
A motion by Mr. Wells to change the target date so results would be available at the November committee of the whole meeting was seconded and adopted by roll call; the clerk recorded the vote and the chair stated the motion carried 7‑0.
Board members asked administration and the vendor (School Perceptions) to develop a draft survey that presents multiple funding options and explains likely program reductions or restorations tied to those options. The board also asked staff to prepare a public‑facing “story” about what the district has already cut in recent years to accompany the survey materials.
No final survey questions were approved at the meeting; the board set the timeline and directed further drafting and a follow‑up workshop prior to mailing.
