A stream of Venado Crossing residents on May 26 told the Cibolo City Council they remain frustrated by unfulfilled developer commitments, lack of HOA transparency and slow responses to homeowner requests.
Residents described missing park and pool amenities, uncut common areas, unreturned ARC requests and a lack of meaningful HOA meetings. Tammy Leavon said residents were promised a park but “we still need our park” and urged the city to “tell this guy to step up and do his job or get lost.” Kelly Fishbach and others described repeated certified letters, petitions and stalled HOA meetings; Fishbach said the developer filed a permit for the pool in March but had not started visible work beyond turning a patch of dirt.
Colleen Tyler, who identified herself as a Navy veteran and a Department of Defense technical engineer, said records show HDC Venado Crossing LLC donated about $340,000 toward restriping FM‑78 and installing a traffic signal, and asked who paid and who will maintain ongoing costs.
City staff told council they have issued four code‑enforcement violations related to Venado Crossing (two to HOA lots, two to developer lots) and that the amenity center pool permit was issued on March 5 but construction has not started. Staff committed to issuing citations within code timelines if violations are not corrected and to exploring operational tools up to the fullest extent of the law, including stop‑work orders or withholding permits where legally appropriate.
Council members urged staff to both enforce applicable local regulations and to encourage the developer and HOA to engage in binding mediation; the council suggested the city offer the dispute‑resolution center as an option for residents and developer to resolve outstanding issues.
Next steps: Staff will provide the council with a written outline of enforcement options and the city attorney’s guidance on remedies and timing. Council asked staff to push for developer engagement and to report back on progress.
