Assessor reports EagleView imagery, appraisal ratios and staffing updates

The Marion County assessor reported on property‑tax certification, aerial imagery and appraisal metrics during the commission's quarterly update.

The assessor said real estate, personal property and oil and gas values were certified earlier than in prior years and that EagleView completed the 2026 contracted flight; the change‑finder module that overlays recent flights to identify property changes was also completed. The assessor explained the contract is structured as a six‑year commitment with flights every three years and annual payments that total roughly $48,932 per flight (the discussion placed the aggregate near $150,000 for contract cycles). The change‑finder add‑on was described as a smaller incremental cost that detects changes such as new or demolished buildings, decks or additions.

Commissioners asked whether satellite imagery or other vendors could reduce costs; staff said the imagery is widely used across county departments (planning and zoning, 911, police and fire) and provided to cities at no charge, and that staff will investigate other vendors if available.

On appraisal performance metrics, the assessor reported the 2025 ratio study results: residential median 87.87 (target range 90–110), Coefficient of Dispersion (COD) 19.48 (below 20) and a median confidence interval of 82.8 to 95.78. The assessor said the figures keep the county in compliance, and noted fewer informal appeals for 2026 (59) compared with 120 in 2025.

The assessor also said the office will advertise a front‑desk position and is updating job descriptions to include personal property duties ahead of recruitment.
