Boyle County Fiscal Court members voted to begin permitting work for a proposed relocation of the county’s air curtain burner to a site potentially owned or controlled by the regional EDA, but they tabled final approval until staff can confirm site details and counsel reviews agreements.
Magistrates and staff said the move requires several steps: building road access to the site, Environmental Cabinet permitting, and EDA board approval. Several speakers noted the county has only verbal agreement so far and warned that once funds or property are placed into EDA control, the county’s direct control diminishes.
"We only have verbal [approval] but once it goes into the hands of EDA, it's no longer our property," one magistrate said, noting the county’s fiduciary concerns.
Staff said the road to the EDA property is expected to be completed by early July if weather permits; the court authorized county staff to begin the permit application process for the identified EDA parcel and asked county counsel to review the EDA agreement language before the next meeting. The motion to begin permitting passed; a fuller report and a precise site location were requested at the next meeting.
Next steps: staff to verify exact parcel and road timeline, begin Environmental Cabinet permitting, and present counsel’s review of the EDA agreement and a location map at the next meeting. The court tabled any final dedication of county funds or property until those items are clear.
