The Bardstown City Council adopted Ordinance No. B2024-09 on July 23, 2024, revising the city's Classification and Compensation Plan to change titles, pay grades and authorized position counts across multiple departments.
City Attorney Audrey Haydon read the ordinance summary at second reading, which lists amendments affecting Administration (adding a Building and Electrical Inspector), Electric (adjusting Electric Lineman I and Electric Groundman positions), Fire (adding a Fire Prevention Specialist), Police (adjusting Police Sergeant positions), Public Works (changes to Heavy Equipment Operator/Foreman, Utilities Locator and Street Maintenance Specialist), Recreation (Recreation Assistant P/T) and Sewer (Lead Maintenance Technician). The ordinance says it takes effect immediately upon passage.
Councilman Joe Buckman moved to adopt the ordinance; Councilman Roland E. Williams seconded. The mayor called the roll: Councilman Joe Buckman, Councilwoman Betty Hart, Councilman Franklin Hibbs IV, Councilman Bill Sheckles and Councilman Roland E. Williams voted AYE; Councilman David Dones was absent. Mayor J. Richard Heaton declared Ordinance No. B2024-09 adopted.
Council subsequently approved Municipal Order M2024-02 to establish job descriptions for the positions created by the ordinance. Councilman Franklin Hibbs made the motion to approve the municipal order and Councilman Bill Sheckles seconded; the motion carried 5-0.
The adoption and accompanying municipal order implement the personnel changes listed in the ordinance and authorize staff to proceed with filling or reclassifying positions as set out in the Classification and Compensation Plan.
