During the public‑comment portion of the May 26 Community Service Committee meeting, a resident urged council members to protect and prioritize funding for contract libraries including the New Castle Public Library and the Corbett Callaway Memorial Library.
"Libraries like these are not simply places that store books. They are long standing civic institutions woven into the history and identity of our communities," the commenter said, urging the committee to consider the civic, historical and cultural value of libraries during budget deliberations. The speaker noted recent local losses of historic structures and argued that preservation is often more expensive than replacement, and that once a community's memory is lost it cannot be fully recreated.
The commenter framed libraries as intergenerational civic spaces that support learning, civic participation and social connection, and asked the committee to remain mindful of library operations and funding as budget conversations continue.
The committee thanked the commenter and took no formal action during the meeting; the comment will be part of the public record for future budget conversations.
