The Carbondale City Council adopted an ordinance to annex portions of Green Earth, Incorporated’s properties at Piles Fork Creek and Chautauqua Bottoms after staff presented plats and background documents tied to the city’s 2030 vision plan. City staff said the annexation is intended to close existing gaps in the city limits and bring targeted parcels under municipal jurisdiction.
City Manager Stan Reno (acknowledged during the meeting) and planning staff described the annexation package, which included annexation plats for Piles Fork, Renfro Place and Chautauqua Bottoms. Staff noted some Eastside properties were excluded from this annexation because of prior agreements with property owners who donated land to the organization.
Council member Colombo moved to adopt Item 6.1, the ordinance annexing the Green Earth properties; Miss Roberts seconded the motion. The council then held a roll‑call vote; all members present voted yes and the motion passed.
During public comment, Donald Monti asked staff to display the Renfro Place parcel and suggested the city consider annexing other peripheral properties that have been surrounded by city limits for decades. Jeff Young later thanked the council and said Cecil students will volunteer at Green Earth.
The ordinance was adopted during general business; the council then voted to move into executive session on separate items. The annexation ordinance will proceed according to the statutory processes for municipal annexation and any follow‑up actions identified by planning staff.
