The Broward County Commission voted to direct $500,000 to each commission district and the Broward Municipal Services District from the Affordable Housing Trust Fund to support a homeowner purchase assistance program.
The reading clerk summarized item 48 as a directive to implement a countywide homeowner purchase assistance program funded from the trust. Senator Geller (speaker 15) and others expressed concerns about routing money through cities and about targeting the funds to lower‑income households rather than market‑rate buyers. "I am concerned about whether or not we can and should be giving money to the cities," Geller said, urging greater focus on very low‑income households.
Commissioner Rogers noted support for purchase assistance and emphasized flexibility in eligible housing types, including condos and townhomes. Commissioners discussed a 15‑year payback cliff in the staff paperwork and suggested exploring graduated forgiveness to avoid an all‑or‑nothing repayment structure if homeowners sell early.
Despite the questions and suggested future policy changes, the board approved the item unanimously and directed staff to implement the program as described in the agenda paperwork.
