The Henrico County Board of Supervisors approved a recodification of the county code on May 26, endorsing a comprehensive update that removes obsolete provisions, resolves conflicts, modernizes cross references and aligns local code with state and federal law.
Andrew Newby presented the 2026 recodification project, noting the code is updated periodically (previously in 1980, 1995 and 2010) to identify inconsistencies and bring the text current. No members of the public spoke during the code recodification public hearing, and the board passed the measure on a voice vote after a motion by "miss Rountree" and a second by "miss Rogus." The chair announced the motion carried.
During the same meeting the board considered and approved multiple land‑use ordinances and resolutions. Staff presented requests to vacate unimproved alley rights of way and building lines in Greenwood Heights, Rollingwood (Bryn Mawr Road), Tuckahoe Park (Comet Road), and to vacate portions of East Beale Street in Highland Springs to accommodate redevelopment. Directors in Real Property, Planning, Public Works and Public Utilities raised no objections, and each ordinance passed by voice vote.
Separately, the board authorized a quick‑claim deed releasing county interest in portions of utility easements on Tuchel Street at the request of a private owner, again after staff said there are no county facilities in the affected areas.
What it means: The recodification is intended to reduce legal and operational friction by modernizing the code text and removing redundant language. The approved vacations and deed releases clear title or constraints for private redevelopment in multiple neighborhoods.—(Provenance: recodification discussion and vote introduced SEG 646; public hearing closed and vote concluded SEG 684.
