Henrico County staff told the board on May 26 that easements are needed from a property at 3800 Mechanicsville Turnpike (identified as PSC Glenley LLC) for the East Laburnum Avenue sidewalk improvements project and that the owner and county had not reached agreement. The board authorized the county attorney to institute condemnation proceedings if voluntary acquisition efforts fail.
Mr. Anthony said the county made an offer of $17,390 based on an independent appraisal for the required property interest. The board paper delegates authority to the county attorney to pursue condemnation under the Code of Virginia while directing the county manager to continue voluntary acquisition efforts where possible. Directors in Public Works and Real Property recommended approval and the county manager concurred.
Board members did not receive public comment on the item and approved the authorization by voice vote.
