During the Dec. 17 meeting, the Willow Park Home Rule Charter Commission reviewed and directed edits to several technical sections of the draft charter and assigned follow-up tasks.
Key technical items included removing a reference to a "municipal court of record" where the commission previously directed that language be removed; adjusting meeting-frequency wording so the council ordinarily holds two regular meetings a month while allowing exceptions for December or when no business requires a meeting; and changing a September 31 date to Sept. 30 to conform with the calendar.
Commissioners also debated language on financial and oversight provisions, including whether to reference the Government Finance Officers Association (GFOA) directly or instead require "consistency with generally accepted governmental accounting and budget practices." On forensic audits, the group rejected mandating an expensive forensic audit every five years and agreed instead to language allowing the city to consider an independent forensic audit based on recommendations from the city auditor, manager or council.
Chair asked staff to incorporate the agreed changes and circulate redlines. Commissioners volunteered a small subcommittee to consult other cities about implementing an independent ethics-selection process and the operation of an ethics board. The meeting concluded with a motion to adjourn.
