City pavement staff demonstrated a third-party assessment from First Step that produced a color-coded heat map and a detailed spreadsheet of pavement-condition index (PCI) ratings for each road segment. Erica York said the assessment shows more than half of city streets rate as 'excellent' or 'good' and that public-works staff will combine the PCI data with traffic counts, sewer-project schedules and video evidence to prioritize projects and determine whether segments need mill-and-overlay, resurfacing or base repair.
Following the presentation, the council voted to award multiple bid contracts related to road materials and services. Resolutions adopted during new business included awards to Rogers Group, Inc. for hot-and-cold mix and laying hot mix, Chilton Contractors for surface treatments, and other contracts for concrete, plumbing, electrical and utility work (awarded to firms listed in the agenda). The council also approved Resolution 26105 to apply for a FY2027 Transportation Alternatives Program (TAP) grant to build ADA-accessible sidewalks along a corridor between 4th Avenue NE and 3rd Avenue NE and along Arnold Street NE.
Erica York said the in-house paving crew and contracted crews have begun west-side work near West Elementary with several streets milled and multiple tie-ins pending favorable weather. Council members asked that the pavement plan cross-reference sewer and utility projects to avoid repaving where underground work is imminent.
Next steps: staff will finalize a multi-year paving plan using First Step data, traffic and sewer schedules and will pursue the TAP grant; awarded contractors will proceed under the adopted resolutions.
