Cullman City approves 10-year tax abatement for 'Project Panel', citing $5.3M investment and initial 18 jobs

Jamie Troutman, director of economic development, presented Resolution 26107 seeking a 10-year tax abatement for Project Panel, a manufacturer serving construction and defense sectors. Troutman said phase one would involve purchasing and renovating an existing building in the city with an estimated capital investment of $5.3 million and the creation of 18 jobs, with hourly wages cited between $24 and $33 and salary positions expected to exceed $70,000 annually.

Troutman said phase two, planned three to five years later, could add an additional 75 to 100 jobs. He explained that Alabama law allows municipalities to abate the non-education portion of sales and use taxes and certain ad valorem taxes but not the education portion; the presentation estimated additional funding to city and county school systems over the 10-year period of about $284,000 (noted as an estimate).

Council discussed the abatement and voted to approve the resolution by voice vote.

Next steps: City staff and the developer will proceed under the abatement terms and report back on implementation details as needed.
