The Clark County Charter Review Commission voted unanimously on May 20 to move forward with a contract for scrivener services with the candidate identified as Kyla, the owner of the responding legal firm.
Vice Chair Hos and the executive committee reported a positive interview, and the prosecuting attorney’s office recommended the commission retain the candidate even though the RFQ preference for a county resident was not met. Commissioners discussed fiscal controls — the proposed engagement includes a not-to-exceed amount for individual tasks (noted in the meeting at $10,000) and a monitoring process for interim billing so the commission can avoid surprises.
Secretary Garber said the scrivener would be willing to meet remotely with the drafting committee and accommodate a rolling delivery schedule to avoid a late rush of work. Commission members asked that the drafting committee share prepared amendments with Kyla as the contract begins, to allow efficient review and reduce hourly charges.
Outcome and next steps: the commission authorized staff to negotiate a contract with Kyla and directed the drafting committee to coordinate delivery of materials and interim cost checks as amendments are sent for resolution drafting.
