At its May 26 meeting the Dallas County Board of Supervisors adopted Ordinance 2026-0010 formally replacing the county’s Official Zoning Map with a consolidated map dated May 26, 2026, and considered multiple rezoning ordinances and plats that staff said implement recent Planning & Zoning decisions.
Official Zoning Map: David Hockett, Director of Planning & Development, presented the replacement Official Zoning Map and described it as an administrative consolidation of previously approved rezones, boundary edits, and branding. Hockett said adoption does not itself change zoning classifications for parcels not previously acted on by the Board; it consolidates and certifies existing, lawfully approved boundary changes.
Rezones approved or advanced: The board reviewed several ordinance actions that staff presented as consistent with the Dallas County Comprehensive Plan:
- Painted Prairie (Ordinance 2026-007): Rezone of Parcel 1501100005 (~36.21 acres) from A-1 (Agricultural) to R-1 (Suburban Residential). Planner materials note a Planning & Zoning Commission recommendation to approve (7–0), the site’s proximity to the City of Waukee and a commitment to design streets to metropolitan standards and connect to municipal water and sewer.
- Frampton (Ordinance 2026-008): Rezone of ~19.25 acres (Parcel 0834400007) from A-1/A-2 to RE-1 (Suburban Estate). Staff materials referenced soil suitability (CSR ratings), some floodplain on the site, and coordination with the City of Grimes for review of subsequent plats.
- Bushnell (Ordinance 2026-009): Rezone of ~21 gross acres (Parcel 26-25) from A-1 to RE-1 for DF Companies (Bushnell Acres LLC). Staff described compliance with Comprehensive Plan guidance; public comment opposing the rezoning in the record raised concerns about high-quality farm soils (CSR ratings) and potential spot zoning.
Planning staff recommended approval where applicable; memos and exhibits were included in the meeting packet. Several items showed prior Planning & Zoning Commission votes and municipal notifications (for parcels within two miles of city limits). The agenda packet includes legal references to Chapter 45 (Zoning) and Chapter 42 (Subdivision Regulations) of the Dallas County Code, and to Iowa Code Chapter 335 (county zoning law).
Next steps: Ordinances listed second and third readings where required; documentation indicates initial and second consideration actions at the May 26 meeting for some items. Affected parcels and any subsequent subdivision review will be subject to municipal and county subdivision review procedures as required.
