Dallas County planning and development staff asked the Board on May 26 to set a public hearing to amend Chapter 47 (Dallas County Construction Code) to adopt the 2021 International Residential Code Appendix AF passive radon control requirements in response to House File 2297.
The staff memo describes radon as a leading indoor air carcinogen and notes that Iowa counties are in EPA Zone 1 for radon potential. House File 2297 requires that new single-family and two-family residential construction include a passive radon mitigation method listed in IRC Appendix AF (2021). The proposed local amendment would remove a prior delete of Appendix F and replace it with a mandatory reference to Appendix AF per the state law.
Staff explained the technical elements of a passive system (porous aggregate sub-slab, continuous vapor retarder, vertical vent pipe to roofline, and sealing of slab penetrations). The packet recommends a public hearing be set so the Board can consider the ordinance language required to comply with the new state requirement.
Next steps: The Board set a public hearing (date/time to be determined) to receive final public comment and consider initial adoption of the Chapter 47 amendment.
