The Brian Head Town Council on May 12 reviewed a revised conceptual design for the Memorial Plaza and took several actions on special-assessment and district water matters.
Landscape architect Sid Ostergaard (Arcadians) presented a concept that favors a naturalistic, rustic aesthetic with a decomposed-granite pathway, a heavy timber arrival bridge, a plaza paved in flagstone or decomposed granite, and boulders or basalt stones bearing military branch insignia plus recognition for local first responders. Mayor Clayton Calloway suggested siting the plaza farther northeast near a grove of trees to reduce meadow impact and improve accessibility; Council Member Martin Tidwell emphasized accessibility concerns and preferred the flatter northeast location. The Council agreed to a brief field inspection immediately following adjournment and directed the designer to refine the concept based on feedback.
On infrastructure financing, Planning & Building Administrator Greg Sant reviewed the town’s historical practice of waiving water impact fees for lots participating in Special Assessment Areas (SAAs). The Council voted to waive impact fees up to $5,530.49 for properties participating in the Elk Drive and Brian Head Unit 3 SAAs, consistent with prior SAA practice; a connection fee for meters and inspections still applies.
In its role as the Brian Head Special Service District board, members considered the 2026 water-rights lease for 243.08 acre-feet. Nancy Leigh reported one bid from Jeffrey Parker for $11,399; the board adopted Resolution SSD-041 awarding the lease to Parker for the 2026 irrigation season. The lease is temporary and staff will file a change application with the Utah State Engineer.
