The policy committee of the Chester‑Upland School District outlined steps to meet new state literacy and FAFSA requirements, a committee presenter said.
The committee presenter said Pennsylvania’s Act 47 requires districts to adopt an evidence‑based K–3 reading curriculum, implement universal screening and notify parents, and ensure staff complete required professional development by the implementation deadlines. "I am pleased to share that the Chester Upland School District is already ahead of those requirements," the presenter said, noting ongoing professional learning, partnerships with DCIU and Widener University, and multiple evidence‑based literacy interventions already in place.
The presenter told the committee that the district plans to adopt an updated reading curriculum by the 2027–28 school year and has revised the literacy block for grades K–8. The presenter also said the committee will share a clear timeline by June for review of district policies for the 2026 and 2027 school years and will solicit public feedback via dedicated policy email.
On FAFSA requirements, the presenter said the class of 2027 will be required to either complete the FAFSA or submit an opt‑out form beginning next year, and that the district must formalize internal procedures, strengthen family communications and ensure schools have supports in place so that students are not denied graduation because of FAFSA noncompliance. "This will require the district to formalize procedures, strengthen communication with families, and ensure schools have necessary supports in place," the presenter said.
District officials who spoke during the presentation emphasized the need for consistent implementation and teacher supports so that classroom staff can deliver the new curriculum as intended. The presenter emphasized that these obligations sit alongside the committee’s broader work renewing and strengthening district policies.
The committee did not take a formal vote on curriculum adoption at the meeting; officials said a public timeline and opportunities for comment will be shared in June.
The committee moved next to facilities and budget items and adjourned after a community presentation and student remarks.
