County approves Phoenix Construction payment and airport parking change order; several budget tweaks passed

The Adams County Board of Supervisors approved several construction payments and budget amendments during its meeting, including a $59,090 pay application to Phoenix Construction and change order No. 7 for $58,096 for additional undercut work on the airport north‑side parking lot.

A design professional recommended payment of Phoenix’s third pay application after inspecting completed work. County staff said this pay request will exhaust available loan funds for Phoenix and that a final invoice will follow for remaining work. "This is pay request number 3 for 59,000 to Phoenix," the design professional said; staff confirmed the loan balance and indicated the final Phoenix draw will be the last the loan can cover.

Separately, project staff presented change order No. 7 for $58,096 related to additional undercut at the terminal parking lot. Staff said contingency and budget balances remain sufficient within the overall $6.8 million project; the board approved the change order and instructed the president to sign.

Supervisors also approved several budget amendments by voice vote: a $10,000 increase to family court professional supplies (funded from earlier COVID allocations), a $5,000 travel increase for the tax assessor offset by a reduction in group insurance, and reallocations for pool equipment and lifeguard certification costs. The board approved vehicle and personnel hiring requests and authorized staff to execute an engagement letter with Bridgers for the 2025 audit.

All motions on these items passed by voice vote during the meeting; several items were described as administrative or handled through existing procurement processes.
