Committee forwards sanitation, stormwater and plan‑review fee changes to full board

Michael and BNS staff presented several fee and rate changes the committee recommended to the full board. Ordinance 2026‑08 would increase residential sanitation collection from $33 to $34 per month in FY27 and set $36 for FY28; transfer station commercial tip fees would rise from $70/ton to $75/ton (and later to $77.50). Resolution 2026‑45 would adopt a five‑year sanitation rate plan to provide predictability for budgeting and consumers.

Ordinance 2026‑12 would raise the stormwater equivalent residential unit (ERU) base rate to $5.94 in year one and modestly higher in year two; resolution 2026‑46 would adopt a five‑year stormwater plan. Both measures were recommended to the full board by roll call vote.

BNS staff presented ordinance 2026‑13 proposing changes to building plan‑review fees: increasing the non‑residential starting fee from $50 to $250, establishing a residential plan‑review fee of $100 for new single‑family homes 2,000 sq ft or larger, and adding modest fire protection review fees. Staff estimated additional revenue in the several‑hundred‑thousand‑dollar range but noted the estimate is conservative and actual revenue could vary. The committee voted to recommend the ordinance to the full board.

All fee and rate items considered by the committee were forwarded to the Board of Mayor and Aldermen for final action by roll call votes (committee members present voted yes). The committee also reviewed the water and sanitary sewer utility fund resolution (2026‑41) and recommended it to the full board.
