The Vigo County Community Development Corporation voted May 22 to update and re-sign a purchase agreement for a county-owned property with a local mill, setting a June 21, 2026 deadline for a signed response and a closing window 90 days after the meeting.
Board members said the agreement had been signed by the CDC last year and forwarded to the buyer’s side; Dan Conley said the signed purchase agreement “was sent to Luke Bow on December 9” but that the buyer had not returned a signed copy. The board agreed to preserve the buyer’s original wording while updating only the dates and resending the document to confirm the buyer’s intent.
The motion, as moved and seconded at the meeting, directed staff to amend the expired date fields, require a signed reply by June 21 and target a closing 90 days from May 22. A voice vote approved the motion; no roll-call vote was recorded in the transcript.
Members said the original transaction was intended to transfer the property “as is” to allow the buyer to pursue financing and future redevelopment, including demolition of existing structures. Board discussion referenced the county’s prior intent to sell the land to support redevelopment and to put funds into the CDC account for future projects.
The board recorded no earnest money for the agreement during the discussion. The meeting record will reflect the vote to amend and resend the agreement; the board also asked staff to track whether the buyer returns a signed copy by the June 21 deadline.
Votes at a glance: the board approved meeting minutes from Nov. 7, 2025 and May 19, 2026; authorized meetings to be held as needed; and approved updating and re-sending the mill purchase agreement with the deadlines above. The meeting adjourned after the items were completed.
