Vigo County CDC to draft guidelines for use of proceeds from property sales

The Vigo County Community Development Corporation agreed May 22 to develop formal guidelines governing how proceeds from property acquisitions and sales will be used, and placed the item on a future agenda for detailed discussion.

Emily Crapo, speaking during the agenda item, said that as the CDC acquires and sells properties it will “generate some income and I think that we need to set some specific guidelines on how those monies will be used,” and she urged the board to refine earlier, broader bylaws rather than constrain the CDC’s mission. Members agreed to revisit the subject at the next meeting and to draft more specific guidance for future spending and reinvestment.

Board discussion referenced federal American Rescue Plan Act (ARPA) conversations and the CDC’s potential role in taking tax-sale properties, returning them to the tax rolls, and using proceeds for infrastructure, further acquisitions, or donations to community initiatives. The board noted the CDC is organized as a 501(c)(4) social welfare corporation and emphasized balancing specificity with flexibility when writing guidelines.

Next steps: the board asked staff to add the guidelines discussion to the next meeting agenda so members can develop concrete criteria for revenue use and report back with draft language.
