Brookshire City Council voted to designate a reinvestment zone (City of Brookshire Reinvestment Zone No. 4) that will allow the county and city to consider Chapter 312 commercial/industrial tax-abatement offers for a developer’s speculative building project off Highway 90.
Staff said the proposal covers about 13 acres and would allow construction of a nearly 200,000-square-foot shell building; the county has a program that can offer a two-year, 100% abatement for speculative buildings and wants the city to create the zone so the county can extend incentives. Council and staff repeatedly noted that creating the zone does not automatically provide incentives — it establishes the zone so a later incentive agreement could be considered.
Several council members voiced frustration with the pattern of warehouse projects and the truck traffic they bring, saying residents deserve a broader mix of retail and services. Council asked staff to ensure the city has a role in negotiating development concessions (screening, masonry walls, zoning placement) and to prepare draft zoning language and development agreements that give the city leverage if incentive requests follow.
