The Nenina City Council voted to refer two resident petitions about road conditions in the Freedom Meadows and Freedom Acres subdivisions to a committee of the whole and set a target timeline of two to three weeks for staff and council review.
The petitions — P2026-1, submitted by Andrew Leonard asking that a temporary road improvement proceed no later than spring 2027, and P2026-2, submitted by Jacobs Scriber seeking a revised final-road plan for 2028 — were introduced during the meeting and accepted by motion. Alderman Ellis moved to receive and move P2026-1 to a committee of the whole, with Alderman Bruno seconding; council members agreed to add a 2–3 week timing parameter before voting to refer the matter. A separate motion to refer P2026-2, made by Alderman Weber and seconded by Alderman Bruno, also passed.
Residents who spoke during the public forum urged quicker, pragmatic fixes rather than waiting for permanent road reconstruction. Lindsay of 1634 Valor Place described door-to-door canvassing and said many neighbors support a temporary 2-inch asphalt mat as an interim solution. "We are not asking to move ahead of anyone. We're asking for a practical solution that fixes real issues now without creating new ones for the rest of our community," she said, and urged a 50/50 cost-sharing arrangement between residents and the city with work completed by spring 2027.
Josh Spatz, a resident of 1651 Founders, told the council he disagreed with using the history of other delayed projects as a reason to postpone repairs in his neighborhood. "I just disagree with the idea that the city failed to get one project done timely as a justification that a similar project should have to wait the same timeline," he said.
Council members and staff discussed petition verification and the validity of electronic signatures; city staff said electronic signatures are permitted by statute and are valid unless challenged. Mayor Brian Borchard and council members emphasized that the petitions would receive fuller review in the committee setting and that residents would be informed about scheduling.
Next steps: the petitions will be considered by the committee of the whole within the two- to three-week target set by the council, at which point staff will present options (including the temporary asphalt mat and any proposed cost-share arrangements).
