The Decap Township Board of Trustees voted May 19 to adopt both the township and the road district budget and appropriation ordinances for the fiscal year beginning April 1, 2026, and ending March 31, 2027.
Supervisor Mary Hess opened the public hearing and summarized the township’s proposed figures and fund structure, saying the town budget covers five funds: the general town fund, cemetery capital, building capital, a Peace Park restricted fund and general assistance. She said the township expects roughly $1,916,391.77 in total revenue and $1,843,650 in expenditures under the proposed town budget, leaving an estimated ending balance of about $73,000.
Hess described planned capital transfers to cover cemetery improvements and building relocation or lease costs and noted a $60,000 planned transfer from the town fund into the restricted general assistance fund to reduce the risk of excess-accumulation tax objections that the township has faced since 2021.
Highway Commissioner Smith presented the road district’s budget, explaining that its revenue streams include the road and bridge levy (with 50% shared with municipalities within township boundaries), intergovernmental agreements for maintenance work and motor fuel tax reimbursements for equipment usage. Smith detailed capital needs including a $145,000 placeholder for a new building, equipment replacements and anticipated bridge work; he warned that bridge replacement can cost about $500,000 each.
After trustees’ questions, the board called the votes. The motion to approve Ordinance 2026-00001T (township budget) passed on roll call; recorded votes included Trusty Red (Yes), Trusty Mclofflin (Yes), Trusty Acres (Yes), Supervisor Mary Hess (Yes). The board then approved Ordinance 2026-00001R (road district budget) by roll call vote.
Supervisors and department heads said they expect to amend budgets later in the year as project timing and grant or TIFF discussions evolve. The public hearing portion closed at 6:32 p.m. and the board moved directly into the regular meeting.
