Town staff presented a draft five-year capital improvement plan and several development updates at the council meeting.
Mr. Morgan said the CIP is a living document and recommended a focused, detailed review at the next meeting. Councilmembers asked that the 2026 column be clarified (to separate funded/completed items from future years), requested consolidation of repair tasks for a particular building across department schedules, and sought identification of likely funding sources (bonds, grants, TIF) for major projects. One member asked that utilities and potential smaller, phased rate increases be considered to avoid larger future increases.
Staff also reported that an INDOT appeal regarding a right-in/right-out near Walmart had been filed and is in Indianapolis for review. The council was told the RDC approved funds to build a public road on the Thark property and that permitting work for a proposed 'Warrior Way North' road (related to a potential fire station site) will begin with INDOT. Councilmembers asked staff to prepare more detailed cost and funding analyses for capital projects and to return with prioritized proposals at the next meeting.
No vote to adopt the CIP was recorded; members agreed to a detailed follow-up examination at the next meeting.
