The Otter Creek Communication Union District governing board voted to approve an interlocal joint-action agreement to form an association with neighboring CUDs to share administrative and operational services.
Chair Laura Black presented the interlocal draft and explained that the association (described in the meeting as a "Southern Vermont" cooperative arrangement) is intended to allow participating CUDs to share services and reduce costs while each district remains legally independent. She said the agreement deliberately leaves some terms (for example whether there will be one bank account or separate accounts) open for later work by the parties.
Larry Corsel moved to approve the interlocal agreement and Chris Kuster seconded; the motion was approved by voice vote. The chair emphasized the association does not merge member CUDs or remove statutory obligations: "The co-ops are each going to remain independent communication union districts," she said.
Board members said the interlocal structure will be used to reduce operating costs, coordinate reporting responsibilities and help sustain smaller CUDs through shared services. The board asked the chair and executive members to follow up with implementation details, including financial arrangements and a withdrawal clause already included in the draft.
Next steps: the chair was authorized to sign the interlocal agreement on behalf of the board and the executive committee will work out administrative and financial arrangements before the association begins operations.
