The Yelm Planning Commission on May 19 appointed Commissioner Ashley Brooks to the three-person rules-and-procedures subcommittee and directed the subcommittee to provide regular quarterly updates, with the first report due at the August 2026 meeting.
Commissioners said the subcommittee—created roughly one year earlier—has compiled research comparing planning commission handbooks and protocols used by other jurisdictions. Members noted the discovery of a mayor-and-council protocol manual that includes an appendix on commissions, and said the subcommittee will reconcile that guidance with the planning commission’s own welcome packet and procedures.
The motion to appoint Commissioner Brooks to fill a vacancy was made, seconded and carried by voice vote. The commission then approved a separate motion requiring the rules-and-procedures subcommittee to provide updates to the full commission during regularly scheduled meetings on a quarterly basis; the first update was set for August 2026 (or sooner).
During discussion commissioners raised procedural questions about quorum for a three-person subcommittee and whether council or hearing-examiner processes might overlap with the subcommittee’s work. Commissioners agreed the subcommittee should proceed and keep the full commission informed going forward.
