The Hot Springs Board of Directors voted May 19 to adopt Resolution R‑26‑98, approving the city’s FY2026 Community Development Block Grant (CDBG) annual action plan and authorizing submission to the U.S. Department of Housing and Urban Development.
Sarah Deloer, the city’s grant writer, told the board the city received nine applications through a new online portal and recommended funding seven projects aligned with the city’s 2024–2028 consolidated plan. "Our funding is $416,515 for fiscal year 2026," Deloer said, adding the planning and administration portion is capped at 20 percent (about $75,000).
Deloer said the application and rubric were publicly posted, applicants presented to the advisory commission, and staff and the advisory commission reviewed project readiness, organizational capacity and financial feasibility. She described housing as a prominent focus among recommended activities and noted the city’s improved timeliness in receiving HUD notice of funding.
Board members asked for clarifications on applicant matches and stormwater responsibilities for a housing project; Deloer said applicants showed cash and in‑kind matches and that some private sites would rely on private contractors for stormwater work. Director Aaron Holidayiday asked whether building depreciation counted toward match; Deloer said the advisory commission applied discretion in recommending in‑kind matches.
The board adopted the resolution on a voice vote; staff will submit the plan to HUD and proceed with the grant timeline leading toward a formal agreement expected in the fall if HUD approves the plan.
