RDA approves 90-day consultant contract to stabilize Pen Market operations

The York City Redevelopment Authority voted to approve a 90-day operational consultant contract with Creative Catalyst to support Pen Market’s phase one strategic-plan work.

Hannah, who presented the proposal, said the engagement will focus on stabilizing operations through a three-phase approach: setting policies and procedures, improving rent/payment processes and vendor intake, and addressing compliance and follow-up systems. "It's really touching every piece of Pen Market's operations with the focus and goal to be stabilizing and... moving more towards a more stable future of the market," she told the board.

Board members asked for clarification on 30-day goals and heard that the consultant’s work will begin immediately over the summer and align with pending construction and phase-one strategic work. A motion to approve the consultant contract was moved, seconded and approved by voice consent.
