York City Council on May 20 approved two land‑development waivers that will clear the way for separate development projects on South George Street and Northwest Street.
Resolution 44, introduced by Terresa Joniscu, affirms a waiver for 1 South George Street (application referenced to Royal Square and Dylan Bower) after staff and the planning commission recommended approval. The council moved and approved the resolution on roll call.
The council also approved Resolution 45, introduced by Terresa Joniscu, granting a waiver for preliminary subdivision plans at 123–129 Northwest Street. The application by Andy Baringer on behalf of Von Rimmel was recommended by staff and the planning commission on the condition that city engineer comments and zoning approvals be satisfied before final plan approval.
Andy Borshinger, representing Site Design Concepts, told the council the Northwest Street project would consolidate four existing parcels into two and put “one smaller single family on this side and same thing on the other side, but single family on each.” He confirmed final plans will come back to planning with details.
A council member asked the city planner whether the planning commission’s waiver decisions rest only on whether plans are generally in accordance with ordinances; the planner explained these waivers apply when a full land‑development application is not warranted and noted the first project (1 South George Street) did not require review by the city engineer. Both waivers were moved, seconded and carried on roll call with affirmative responses recorded by the clerk.
What happens next: final plans and any required engineering or zoning approvals must be satisfied for the Northwest Street project before staff can approve final plan details; the hotel conversion project will proceed under the waiver structure identified by staff and planning.
