The Utility Board voted unanimously to approve the 2026–27 budgets for the sewer, water and stormwater funds, incorporating a recent rate increase approved by the Public Service Commission and modest personnel-cost adjustments.
In the sewer fund presentation staff said the budget reflects the PSC-approved rate change, includes a 3% pay raise and higher health-insurance costs. Capital items in the sewer fund include the town's share of a skid steer ($9,810) and a proposed sewer vac truck with an approximate purchase price of $500,000; staff presented a financing illustration showing an annual payment example of $92,800 if the truck were financed over six years.
The water fund budget mirrors the sewer fund’s adjustments (PSC rate adjustment, 3% pay raise and insurance changes) and was approved without recorded dissent.
For stormwater, staff reported an approximate fund balance of $1,000,000 accumulated for capital projects and proposed a first-phase dredging of Pond Run with an estimated cost of $1,050,000. Board members discussed that the dredging item is an initial phase, that prior anticipated grant money was unavailable, and that the board will continue to look for funding opportunities before advancing subsequent phases.
Motions to approve each budget were made and seconded; each fund passed by unanimous voice/hand vote. Board members were given the budgets for review and staff said accumulated funds and proposed financing would cover planned capital items. The board did not record further conditions, amendments, or formalized reporting beyond standard updates.
