Board presses staff for clearer justifications after increases in band and extracurricular budgets

At its May 18 meeting the Jersey Shore Area School District board reviewed five‑year participation data for band and athletics and pressed staff for clearer line‑item cost justifications after several proposed increases.

Superintendent Dr. Ulmer presented the district’s five‑year breakdown for band and athletic participation and said marching band counts shown on the report represent players only and do not include color guard. "That does not include color guard. So, I need to ask for that information," she told the board when members asked whether color guard was counted in the 42 marching band figure.

Board members queried several specific items they said lacked adequate monetary context: a marching‑band transportation line that could vary dramatically (the presentation showed carriage/contracted carrier totals described as changing from about $12,000 to $21,000 depending on the year), proposals for additional uniforms and festival costs that one board member estimated could total roughly $20,000 across several band line items, and a $1,500 incremental cost to clean microscopes tied to repair and maintenance lines.

Members asked for instrument‑level counts (how many tubas, flutes, guitars), separate color‑guard participation, and choir participation figures; they also asked administrators to provide budget numbers translated into dollar amounts rather than percentages so the board could assess materiality and consider reductions or reallocation. Several members said many justifications were too thin for items with increases greater than 5 percent and asked staff to return with stronger rationale and per‑item cost estimates.

No vote was required; the board directed staff to return with the requested breakdowns and to explain when travel or festival participation is district‑sponsored versus optional activity.
